The Overlook at West Hill

The Overlook at West Hill is the master planned development of a 45-acre site into 128 units of mixed-income rental housing, 15 for-sale homes and extensive community and recreational facilities and spaces. The high-profile project involved several layers of public approval before a rezoning could be accomplished, and in the process garnered the support of political and community leaders at all levels. Financing for the project included the participation of eight different public and private capital sources. The Overlook is the first project designed and financed under the New York State Energy Research and Development Authority’s Pilot Program for “green” affordable housing. Sustainable design measures achieved such success that the project has been recommended to the EPA for their efforts to create nationwide efficiency standards for affordable housing.
